一、總體思路

以(yi)習近平新(xin)(xin)(xin)時(shi)代中國(guo)(guo)特色社會主義思想(xiang)為(wei)(wei)指導(dao),深入(ru)貫徹(che)習近平總書記對(dui)貴州工作重要(yao)(yao)(yao)指示精神,認真落實(shi)(shi)國(guo)(guo)家(jia)關于加快新(xin)(xin)(xin)型基(ji)礎(chu)設施(shi)建(jian)(jian)設和(he)推(tui)(tui)(tui)動綠色發展(zhan)要(yao)(yao)(yao)求,全面貫徹(che)落實(shi)(shi)國(guo)(guo)家(jia)、省新(xin)(xin)(xin)能(neng)源(yuan)汽車(che)與電(dian)池(chi)產(chan)業(ye)(ye)發展(zhan)戰略部署,圍繞礦產(chan)資(zi)源(yuan)高效利用、產(chan)業(ye)(ye)生態加快構建(jian)(jian)、出行條件持續(xu)改善(shan)等(deng)關鍵(jian)問題,以(yi)投資(zi)拉動為(wei)(wei)牽引(yin),以(yi)場景驅(qu)動為(wei)(wei)方向,以(yi)產(chan)業(ye)(ye)帶動為(wei)(wei)重點(dian),以(yi)智慧(hui)聯動為(wei)(wei)突破,以(yi)政策推(tui)(tui)(tui)動為(wei)(wei)抓手,以(yi)科技創(chuang)新(xin)(xin)(xin)和(he)要(yao)(yao)(yao)素(su)保障為(wei)(wei)支撐,推(tui)(tui)(tui)動新(xin)(xin)(xin)能(neng)源(yuan)汽車(che)及(ji)電(dian)池(chi)產(chan)業(ye)(ye)鏈高質量可持續(xu)發展(zhan),完(wan)善(shan)充換電(dian)基(ji)礎(chu)設施(shi)配套,提升智慧(hui)化管理(li)水(shui)平,加大新(xin)(xin)(xin)能(neng)源(yuan)汽車(che)推(tui)(tui)(tui)廣應用,構建(jian)(jian)“車(che)、電(dian)、樁(站(zhan))、網(wang)、景”深度融合的(de)生態圈,以(yi)高效現(xian)(xian)代能(neng)源(yuan)服(fu)務(wu)產(chan)業(ye)(ye)集聚(ju)新(xin)(xin)(xin)能(neng)源(yuan)先進制造優(you)勢(shi)(shi)產(chan)業(ye)(ye),形成特色鮮明、優(you)勢(shi)(shi)突出的(de)“電(dian)動貴陽(yang)(yang)”獨特模式,實(shi)(shi)現(xian)(xian)貴陽(yang)(yang)試(shi)點(dian)、貴州示范、全國(guo)(guo)拓展(zhan)的(de)發展(zhan)態勢(shi)(shi),通過(guo)“五動”協(xie)同推(tui)(tui)(tui)動“電(dian)動貴陽(yang)(yang)”高質量發展(zhan)。

二、發展目標

2022年,全面開展“電動貴陽”建(jian)(jian)(jian)(jian)設(she)各項工作,加快推(tui)進新能源汽車、動力電池產業項目落地(di),建(jian)(jian)(jian)(jian)立(li)健(jian)全產業鏈條,明確充換(huan)電設(she)施建(jian)(jian)(jian)(jian)設(she)原則,制定充換(huan)電設(she)施布局(ju)規劃,有序開展充換(huan)電設(she)施建(jian)(jian)(jian)(jian)設(she),搭(da)建(jian)(jian)(jian)(jian)充換(huan)電設(she)施智慧化管(guan)理平(ping)臺,接入首批核心功能,加強新能源汽車推(tui)廣(guang)應用(yong),推(tui)動礦山、城市轉運等重點場景開展電動化轉型。

2023年(nian)(nian),“電(dian)(dian)動貴陽”建(jian)設實現新(xin)(xin)(xin)突(tu)破(po),力爭(zheng)實現新(xin)(xin)(xin)能源汽車產能突(tu)破(po)30萬輛(liang),新(xin)(xin)(xin)能源電(dian)(dian)池產能突(tu)破(po)80GWh,全(quan)市新(xin)(xin)(xin)建(jian)充換電(dian)(dian)設施超過1500個(包(bao)含不低于100個換電(dian)(dian)站),智慧化管理平臺功能進一步完善,全(quan)年(nian)(nian)新(xin)(xin)(xin)注冊(ce)登記新(xin)(xin)(xin)能源汽車突(tu)破(po)35000輛(liang)。

2025年,“電動貴(gui)陽”建設(she)取得(de)顯著成(cheng)效,新(xin)(xin)能源(yuan)汽車(che)(che)(che)及電池(chi)產(chan)業形(xing)成(cheng)高(gao)質(zhi)量發(fa)展態勢,充(chong)換電設(she)施布(bu)局合理、使用(yong)便捷(jie),智慧化(hua)管(guan)理水平處于(yu)國(guo)內領先水平,新(xin)(xin)能源(yuan)汽車(che)(che)(che)滲透率進一步(bu)提升。力爭(zheng)實現新(xin)(xin)能源(yuan)汽車(che)(che)(che)產(chan)量突(tu)(tu)破30萬(wan)輛(liang),產(chan)值突(tu)(tu)破500億(yi)元,力爭(zheng)800億(yi)元;新(xin)(xin)能源(yuan)電池(chi)及材(cai)料(liao)產(chan)能突(tu)(tu)破100GWh,產(chan)值突(tu)(tu)破1500億(yi)元,力爭(zheng)2000億(yi)元;全(quan)市充(chong)換電基礎設(she)施突(tu)(tu)破10000個;“人(ren)—車(che)(che)(che)—路—云”高(gao)度協同的智能基礎設(she)施初步(bu)建成(cheng),中(zhong)高(gao)級智能網聯汽車(che)(che)(che)實現特(te)定環(huan)境(jing)商業化(hua)應用(yong);全(quan)市新(xin)(xin)能源(yuan)汽車(che)(che)(che)保有量突(tu)(tu)破20萬(wan)輛(liang)。

三、主要任務

(一)突出投資拉動

加大產(chan)業(ye)(ye)投資(zi)(zi)(zi)(zi)力度。優先推薦支(zhi)持新能源汽(qi)車(che)及電(dian)池項(xiang)目申報省(sheng)工(gong)業(ye)(ye)和(he)(he)信息(xi)化發(fa)(fa)展(zhan)專(zhuan)項(xiang)資(zi)(zi)(zi)(zi)金(jin)(jin)、省(sheng)新型(xing)工(gong)業(ye)(ye)化發(fa)(fa)展(zhan)基金(jin)(jin)等(deng)專(zhuan)項(xiang)。發(fa)(fa)揮貴(gui)(gui)陽市(shi)工(gong)業(ye)(ye)發(fa)(fa)展(zhan)資(zi)(zi)(zi)(zi)金(jin)(jin)池和(he)(he)基金(jin)(jin)的(de)作用,聯合產(chan)業(ye)(ye)龍頭企(qi)業(ye)(ye),通過撬動社會資(zi)(zi)(zi)(zi)本(ben),成(cheng)立100億元規(gui)模(mo)的(de)新能源汽(qi)車(che)及電(dian)池產(chan)業(ye)(ye)子基金(jin)(jin),以創新性和(he)(he)示范性為標準,通過市(shi)場化專(zhuan)業(ye)(ye)投資(zi)(zi)(zi)(zi)與資(zi)(zi)(zi)(zi)本(ben)招商的(de)模(mo)式,健全貴(gui)(gui)陽貴(gui)(gui)安新能源產(chan)業(ye)(ye)鏈與生態價值鏈,做大做強以新能源汽(qi)車(che)和(he)(he)電(dian)池為雙核心的(de)產(chan)業(ye)(ye)集群。(責任單(dan)位(wei):市(shi)發(fa)(fa)展(zhan)改革委、市(shi)財(cai)政(zheng)局(ju)、市(shi)工(gong)業(ye)(ye)和(he)(he)信息(xi)化局(ju)、市(shi)國資(zi)(zi)(zi)(zi)委、市(shi)金(jin)(jin)融辦、貴(gui)(gui)安新區工(gong)業(ye)(ye)和(he)(he)信息(xi)化局(ju)。注(zhu):各責任單(dan)位(wei)按本(ben)單(dan)位(wei)職能開展(zhan)工(gong)作,下同(tong))

強化(hua)基(ji)(ji)礎(chu)設施建(jian)設投資(zi)。聚焦換電(dian)站(zhan)(zhan)點(dian)建(jian)設要求,明確(que)準入門檻,首批(pi)示范企業建(jian)設換電(dian)站(zhan)(zhan)點(dian)不得低于30個。為緩解重資(zi)產(chan)投資(zi)壓(ya)力,有(you)效吸(xi)引社會(hui)資(zi)本和銀(yin)行(xing)授信(xin),配套省、市兩(liang)級相關產(chan)業引導基(ji)(ji)金注資(zi),支持符合申請專項債條件的(de)主體加大專項債的(de)申請和利用,支持優(you)勢企業建(jian)設充換電(dian)基(ji)(ji)礎(chu)設施。(責任單位:市發展改革委、市金融(rong)辦(ban)、貴安(an)新區工(gong)業和信(xin)息(xi)化(hua)局(ju)、市綜合行(xing)政執法局(ju)、市自然資(zi)源和規劃(hua)局(ju))

加(jia)強運營投資(zi)(zi)管(guan)理(li)(li)。支(zhi)(zhi)持貴陽(yang)(yang)產(chan)(chan)(chan)控(kong)集團等(deng)(deng)有(you)實力的(de)企業(ye)集團組(zu)建(jian)數字(zi)能(neng)源資(zi)(zi)產(chan)(chan)(chan)管(guan)理(li)(li)有(you)限公(gong)司(暫定名),為(wei)“電(dian)(dian)(dian)動貴陽(yang)(yang)”產(chan)(chan)(chan)業(ye)生態優(you)先(xian)保障(zhang)電(dian)(dian)(dian)池(chi)資(zi)(zi)產(chan)(chan)(chan)供(gong)應并(bing)提(ti)(ti)供(gong)千億級的(de)BAAS電(dian)(dian)(dian)池(chi)租用服務(即“電(dian)(dian)(dian)池(chi)銀行”,一是(shi)降低購車成本,二是(shi)減(jian)輕運營壓力,三是(shi)實現(xian)電(dian)(dian)(dian)池(chi)資(zi)(zi)產(chan)(chan)(chan)的(de)統(tong)一管(guan)理(li)(li)提(ti)(ti)升安全(quan)性(xing)和(he)經濟性(xing)),負責(ze)(ze)新(xin)能(neng)源產(chan)(chan)(chan)業(ye)生態相(xiang)關重資(zi)(zi)產(chan)(chan)(chan)投資(zi)(zi)并(bing)導入信用、土地、電(dian)(dian)(dian)力等(deng)(deng)要(yao)素資(zi)(zi)源;支(zhi)(zhi)持數字(zi)能(neng)源資(zi)(zi)產(chan)(chan)(chan)管(guan)理(li)(li)有(you)限公(gong)司聯合新(xin)能(neng)源汽(qi)車運營商以(yi)SPV基(ji)金方(fang)式設(she)立(li)新(xin)能(neng)源汽(qi)車運營平臺,負責(ze)(ze)提(ti)(ti)供(gong)出行及(ji)運輸(shu)解(jie)決方(fang)案;支(zhi)(zhi)持數字(zi)能(neng)源資(zi)(zi)產(chan)(chan)(chan)管(guan)理(li)(li)有(you)限公(gong)司加(jia)快(kuai)融資(zi)(zi)方(fang)式創(chuang)新(xin),加(jia)快(kuai)推進(jin)與國(guo)內(nei)外資(zi)(zi)本市(shi)場的(de)接(jie)軌,適時探索ABS(資(zi)(zi)產(chan)(chan)(chan)證(zheng)券化)、REITS(不動產(chan)(chan)(chan)投資(zi)(zi)信托基(ji)金)、綠色金融租賃(lin)等(deng)(deng)產(chan)(chan)(chan)品配套(tao),拓(tuo)寬融資(zi)(zi)途徑(jing)。(責(ze)(ze)任單位:市(shi)國(guo)資(zi)(zi)委(wei)、市(shi)金融辦、市(shi)財政局)

專欄2 充換(huan)電基礎設施建設行動

1.推進(jin)居(ju)(ju)(ju)住(zhu)社區(qu)(qu)充(chong)電(dian)(dian)基(ji)礎(chu)(chu)設施建設。新(xin)建居(ju)(ju)(ju)住(zhu)社區(qu)(qu)按照不低于停車(che)位10%的比例(li)配建充(chong)電(dian)(dian)基(ji)礎(chu)(chu)設施,并100%預留安裝條(tiao)件,預留安裝條(tiao)件時需(xu)將管(guan)線和(he)橋架等(deng)供電(dian)(dian)設施建設到(dao)車(che)位以滿足直(zhi)接裝表需(xu)要。既有(you)居(ju)(ju)(ju)住(zhu)社區(qu)(qu)需(xu)結合城鎮老舊小區(qu)(qu)改造工(gong)作,具備安裝條(tiao)件的,配建一(yi)定(ding)比例(li)的公共充(chong)電(dian)(dian)車(che)位,通過“臨近(jin)車(che)位共享”“多車(che)一(yi)樁”等(deng)新(xin)模(mo)式,滿足居(ju)(ju)(ju)民充(chong)電(dian)(dian)需(xu)求。

2.完善公(gong)共(gong)停(ting)車(che)場(chang)(chang)充電(dian)基礎設(she)(she)施(shi)建(jian)(jian)(jian)設(she)(she)。推進(jin)現有大型城(cheng)(cheng)市(shi)綜合體、商場(chang)(chang)、超市(shi)、文化(hua)體育場(chang)(chang)館(guan)、賓(bin)館(guan)以及交通樞紐(niu)、城(cheng)(cheng)市(shi)道路等公(gong)共(gong)停(ting)車(che)場(chang)(chang)建(jian)(jian)(jian)設(she)(she)充電(dian)設(she)(she)施(shi)。新建(jian)(jian)(jian)大型公(gong)共(gong)建(jian)(jian)(jian)筑物配(pei)建(jian)(jian)(jian)停(ting)車(che)場(chang)(chang)、社(she)會(hui)公(gong)共(gong)停(ting)車(che)場(chang)(chang)、公(gong)共(gong)文化(hua)娛(yu)樂場(chang)(chang)所(suo)停(ting)車(che)場(chang)(chang)應按20%的車(che)位比例建(jian)(jian)(jian)設(she)(she)充電(dian)設(she)(she)施(shi)。在(zai)繞城(cheng)(cheng)高速(su)范圍以內(nei)建(jian)(jian)(jian)設(she)(she)充換電(dian)一體化(hua)共(gong)享場(chang)(chang)站。

3.加(jia)強縣(xian)(xian)城(cheng)、鄉(xiang)(xiang)鎮(zhen)充(chong)電(dian)網(wang)絡布(bu)局。按照全面推進鄉(xiang)(xiang)村振興有關要(yao)求,結合推進以縣(xian)(xian)城(cheng)為重要(yao)載體(ti)的城(cheng)鎮(zhen)化建(jian)設,加(jia)快補齊縣(xian)(xian)城(cheng)、鄉(xiang)(xiang)鎮(zhen)充(chong)電(dian)基礎(chu)設施建(jian)設短板,加(jia)快實現(xian)電(dian)動汽車充(chong)換電(dian)站“縣(xian)(xian)縣(xian)(xian)全覆(fu)蓋”、小(xiao)型(xing)充(chong)電(dian)樁(zhuang)“鄉(xiang)(xiang)鄉(xiang)(xiang)全覆(fu)蓋”。優先在企事業單位、商業建(jian)筑(zhu)、交通樞(shu)紐、公共(gong)停車場等場所配置(zhi)公共(gong)充(chong)電(dian)設施。

4.加(jia)快(kuai)高速(su)路(lu)、國(guo)省(sheng)道充(chong)換(huan)電網(wang)絡有(you)(you)效覆(fu)蓋。鼓勵(li)高速(su)公路(lu)貴(gui)陽段服務(wu)(wu)區自建(jian)或與(yu)第三方合(he)作建(jian)設(she)(she)(she)充(chong)換(huan)電設(she)(she)(she)施,到(dao)2025年,高速(su)公路(lu)服務(wu)(wu)區充(chong)換(huan)電設(she)(she)(she)施覆(fu)蓋率不低于80%。加(jia)快(kuai)國(guo)、省(sheng)道充(chong)換(huan)電基(ji)礎設(she)(she)(she)施建(jian)設(she)(she)(she),依托城(cheng)際(ji)、城(cheng)郊客運(yun)公路(lu),與(yu)旅游專線(xian)(xian)有(you)(you)機融(rong)合(he),充(chong)分(fen)利用存量土地(di)資源,在(zai)沿線(xian)(xian)建(jian)設(she)(she)(she)城(cheng)際(ji)快(kuai)充(chong)、換(huan)電網(wang)絡。

5.加快(kuai)旅游(you)景(jing)區、集(ji)散(san)(san)中(zhong)心充(chong)(chong)換(huan)電(dian)基礎設(she)(she)施(shi)建(jian)設(she)(she)。全市A級以(yi)上旅游(you)景(jing)區要結合游(you)客(ke)接待量和充(chong)(chong)換(huan)電(dian)需(xu)求(qiu),在(zai)營運車輛停放場、景(jing)區公共停車場建(jian)設(she)(she)充(chong)(chong)換(huan)電(dian)設(she)(she)施(shi)。到2023年底(di),全市4A級以(yi)上旅游(you)景(jing)區或游(you)客(ke)集(ji)散(san)(san)中(zhong)心按游(you)客(ke)需(xu)求(qiu)和停車場建(jian)設(she)(she)條件配建(jian)充(chong)(chong)電(dian)設(she)(she)施(shi)。

6.提升單(dan)(dan)位和園(yuan)區內部充電(dian)保障。政(zheng)府機關、企(qi)事(shi)業(ye)(ye)單(dan)(dan)位、工(gong)業(ye)(ye)園(yuan)區等(deng)內部停車場加快配建(jian)相應比例(li)充電(dian)設(she)施或預(yu)留建(jian)設(she)安裝條件。鼓勵有(you)條件的單(dan)(dan)位和園(yuan)區內部充電(dian)樁對外開(kai)放,提升公共充電(dian)供給能力。

貴州雙龍新能源汽車產(chan)業(ye)園(yuan)項目。計(ji)劃投(tou)資164億(yi)元(yuan),建設新能源汽車生產(chan)線,計(ji)劃生產(chan)SUV及MPV等車型,產(chan)能20—30萬輛/年,滿產(chan)年產(chan)值預計(ji)250—400億(yi)元(yuan)。

中電新(xin)能源(yuan)汽車西南產(chan)業園(yuan)項目。計(ji)劃(hua)投資40億元,建設微面、輕卡新(xin)能源(yuan)物流汽車生(sheng)產(chan)線及其(qi)他(ta)零部件配套產(chan)業園(yuan),產(chan)能5萬輛/年(nian),滿產(chan)年(nian)產(chan)值(zhi)預計(ji)100億元。

貴州(zhou)忠輝重工裝(zhuang)備制造產業園項目。計劃投資(zi)2億(yi)元(yuan),建設廂式運輸車(che)、專用汽(qi)車(che)及汽(qi)車(che)零部件等產品,產能(neng)4000輛/年,預計年產值2億(yi)元(yuan)。

貴州(zhou)翰凱斯自(zi)動駕駛產(chan)線建設項目(mu)。計劃投(tou)資1.5億元(yuan),擴充(chong)產(chan)線,提升生(sheng)產(chan)產(chan)能至1萬臺,預計年產(chan)值30億元(yuan)。

貴(gui)陽弗迪電(dian)池有限公司(si)擴能(neng)增(zeng)(zeng)產(chan)項目。計(ji)劃投(tou)資40億元,新建(jian)動力(li)電(dian)池及電(dian)池PACK線項目,新增(zeng)(zeng)15GWh動力(li)電(dian)池生(sheng)產(chan)能(neng)力(li),年產(chan)值預計(ji)80億元。

寧德時代動力及(ji)(ji)儲(chu)(chu)能電池項目。計劃投資70億(yi)元(yuan),建設動力及(ji)(ji)儲(chu)(chu)能電池生產(chan)(chan)線及(ji)(ji)相(xiang)關配套,一期實際(ji)產(chan)(chan)能為(wei)25GWh,預計年產(chan)(chan)值150億(yi)元(yuan)。

貴陽(yang)比耐鋰離子(zi)(zi)電池及(ji)(ji)其PACK生產線(xian)建設項(xiang)目。計劃投資50.38億(yi)元,建設鋰離子(zi)(zi)電池及(ji)(ji)其PACK生產線(xian),規劃產能10GWh,預計年產值120億(yi)元。

貴州振華鋰離子電池(chi)正(zheng)極(ji)材(cai)料生(sheng)產(chan)線建(jian)設項(xiang)目(mu)(沙文二期(qi))。計劃投資7.8億元,新建(jian)生(sheng)產(chan)車間及其他(ta)配套建(jian)筑(zhu),建(jian)設鋰離子電池(chi)正(zheng)極(ji)材(cai)料智(zhi)能化(hua)生(sheng)產(chan)線,產(chan)能1.2萬噸/年,預計年產(chan)值17億元。

安(an)達科技5萬噸/年(nian)磷(lin)酸鐵鋰(li)及配套(tao)建設(she)項目。投資7億元,建設(she)磷(lin)酸鐵鋰(li)及配套(tao)前驅體生產(chan)線(xian),預(yu)計年(nian)產(chan)值40億元。

盛澤威化工20萬(wan)噸(dun)(dun)/年(nian)(nian)(nian)電(dian)池級(ji)磷(lin)酸(suan)鐵副產(chan)18萬(wan)噸(dun)(dun)/年(nian)(nian)(nian)硫酸(suan)銨項(xiang)目(mu)。計劃投資(zi)7.28億元,主要生產(chan)電(dian)池級(ji)磷(lin)酸(suan)鐵新材料,預計年(nian)(nian)(nian)產(chan)值40億元。貴州磷(lin)化(集(ji)團)3萬(wan)噸(dun)(dun)/年(nian)(nian)(nian)磷(lin)酸(suan)鐵項(xiang)目(mu)(息烽)。計劃投資(zi)3.3億元,建(jian)設磷(lin)酸(suan)鐵生產(chan)線及配套設施,預計年(nian)(nian)(nian)產(chan)值4.5億元。

中偉(wei)股份年(nian)(nian)產(chan)(chan)20萬噸磷酸鐵(tie)(tie)鋰一體化建設項目(mu)。計劃投資(zi)30億(yi)元,新建磷酸鐵(tie)(tie)及磷酸鐵(tie)(tie)鋰生產(chan)(chan)線(xian),預(yu)計年(nian)(nian)產(chan)(chan)值50億(yi)元。

中(zhong)科星城10萬噸負極材(cai)料(liao)項目。計劃投(tou)資25億元(yuan),建(jian)設負極材(cai)料(liao)生(sheng)產線(xian),預(yu)計年(nian)產值30億元(yuan)。

湖南航盛(sheng)鋰(li)能年產(chan)(chan)3萬(wan)噸(dun)鋰(li)電(dian)池電(dian)解(jie)(jie)液(ye)項(xiang)目(mu)。計劃投資3.8億元,建設自動化電(dian)解(jie)(jie)液(ye)生產(chan)(chan)線兩(liang)條,預計年產(chan)(chan)值(zhi)24億元。

時代思康5萬(wan)噸雙氟磺(huang)酰(xian)亞胺鋰項(xiang)目。計(ji)劃投資10億元,建設(she)雙氟磺(huang)酰(xian)亞胺鋰生產線(xian),預計(ji)年(nian)產值150億元。

貴州磷化(集團(tuan))10kt/a六(liu)氟磷酸(suan)鋰項目(1期)。計(ji)劃投資9.87億元,建設六(liu)氟磷酸(suan)鋰生產(chan)線(xian),預(yu)計(ji)年產(chan)值(zhi)35億元。

貴州(zhou)磷化(hua)氟硅科(ke)技年產(chan)3萬噸氟化(hua)氫/氫氟酸項目(mu)。計劃(hua)投資2.9億(yi)元,建設(she)無(wu)水(shui)氟化(hua)氫生產(chan)系統及其附屬設(she)施,預計年產(chan)值3.5億(yi)元。

貴州甕福(fu)開(kai)磷氟硅新材料無水氟化氫(qing)技(ji)術改造(zao)升(sheng)級項目(mu)。計(ji)劃投資0.45億元,在原有基礎(chu)上擴(kuo)能技(ji)改增加產(chan)能,預計(ji)年產(chan)值0.87億元。

貴州貴鋁(lv)3萬噸電池鋁(lv)箔項目。計(ji)劃(hua)投(tou)資1.4億元,建設電池鋁(lv)箔生產線,預計(ji)年產值9億元。

貴陽一欣年(nian)產1.5億套(tao)(tao)結(jie)構(gou)件項目。計劃投資6.2億元,建設(she)1.5億套(tao)(tao)電池鋁(lv)殼(ke)及蓋(gai)板生產線(xian),預計年(nian)產值20億元。

做好土(tu)地(di)供應(ying)保(bao)障。充分(fen)發揮城鄉規劃(hua)、土(tu)地(di)利用(yong)總(zong)體規劃(hua)的宏觀(guan)調(diao)控作用(yong),強(qiang)化(hua)(hua)新能(neng)源汽車及(ji)電池產業用(yong)地(di)指(zhi)標管理(li)。提升土(tu)地(di)資(zi)源利用(yong)效率(lv),實(shi)行節約(yue)集(ji)約(yue)供地(di),設(she)定投資(zi)強(qiang)度、產出強(qiang)度等指(zhi)標,對于(yu)符合條件(jian)的重大項目用(yong)地(di)給(gei)予(yu)優(you)先安(an)排。明確和(he)(he)細化(hua)(hua)充換(huan)電基礎設(she)施用(yong)地(di)政策,保(bao)障公(gong)共充換(huan)電站、公(gong)交、出租、分(fen)時租賃(lin)等運營類(lei)新能(neng)源汽車充換(huan)電基礎設(she)施建設(she)用(yong)地(di)。(責任(ren)單位(wei):市(shi)(shi)自然(ran)資(zi)源和(he)(he)規劃(hua)局、市(shi)(shi)工(gong)業和(he)(he)信(xin)息(xi)化(hua)(hua)局、市(shi)(shi)發展改(gai)革委、貴安(an)新區工(gong)業和(he)(he)信(xin)息(xi)化(hua)(hua)局)

強化(hua)電(dian)(dian)(dian)(dian)網(wang)配(pei)套(tao)保(bao)障(zhang)。做好(hao)電(dian)(dian)(dian)(dian)網(wang)規(gui)劃與充(chong)電(dian)(dian)(dian)(dian)設(she)施(shi)規(gui)劃銜接,合理(li)預留高壓(ya)、大功率充(chong)電(dian)(dian)(dian)(dian)保(bao)障(zhang)能(neng)力,對充(chong)換(huan)電(dian)(dian)(dian)(dian)設(she)施(shi)配(pei)套(tao)電(dian)(dian)(dian)(dian)網(wang)建設(she)用(yong)(yong)地、廊道空間予(yu)以保(bao)障(zhang),切實做到(dao)“設(she)施(shi)建設(she)、電(dian)(dian)(dian)(dian)網(wang)先行(xing)”。電(dian)(dian)(dian)(dian)網(wang)企業應為充(chong)換(huan)電(dian)(dian)(dian)(dian)基(ji)礎設(she)施(shi)報裝及(ji)(ji)增容(rong)開(kai)辟綠色通道,優化(hua)流程、簡化(hua)手續、限時辦結,保(bao)證充(chong)換(huan)電(dian)(dian)(dian)(dian)基(ji)礎設(she)施(shi)快速無障(zhang)礙接入。結合實際情(qing)況(kuang)及(ji)(ji)用(yong)(yong)戶需求,做好(hao)產權分界點前的配(pei)套(tao)供(gong)電(dian)(dian)(dian)(dian)設(she)施(shi)改造工作(zuo),合理(li)配(pei)置供(gong)電(dian)(dian)(dian)(dian)容(rong)量(liang)。(責(ze)任單位:市自然資源(yuan)和規(gui)劃局、市綜合行(xing)政執(zhi)法局)

專欄(lan)7 人才隊伍建設專項行動

1.加強人(ren)才(cai)(cai)發展統籌(chou)規(gui)劃。圍繞新能(neng)源汽車(che)及電池產(chan)業(ye)(ye)(ye)發展和(he)“電動(dong)貴陽”建設需求,堅持人(ren)才(cai)(cai)隊伍建設和(he)產(chan)業(ye)(ye)(ye)發展同步規(gui)劃和(he)推進(jin),聯動(dong)市有關部(bu)門(men)、組織工(gong)業(ye)(ye)(ye)和(he)信息化部(bu)門(men)理順產(chan)業(ye)(ye)(ye)人(ren)才(cai)(cai)工(gong)作體(ti)制(zhi)(zhi)機制(zhi)(zhi),形成部(bu)門(men)間、上下(xia)層級間優化人(ren)才(cai)(cai)儲備(bei)與人(ren)才(cai)(cai)培養的(de)合力。

2.創(chuang)新(xin)(xin)人(ren)才(cai)引(yin)(yin)進(jin)模式(shi)。擴大(da)引(yin)(yin)才(cai)視(shi)野,創(chuang)新(xin)(xin)引(yin)(yin)才(cai)方(fang)式(shi),加大(da)對新(xin)(xin)能源汽車及(ji)電池領(ling)域領(ling)軍(jun)人(ren)才(cai)、青(qing)年博士、博士后以及(ji)創(chuang)新(xin)(xin)創(chuang)業(ye)團隊引(yin)(yin)進(jin)的(de)支持力度(du),遴選培育(yu)一批杰出企業(ye)家、創(chuang)新(xin)(xin)領(ling)軍(jun)人(ren)才(cai)和高(gao)技能人(ren)才(cai)。

四、保障措施

(一)強(qiang)化組織領導。建(jian)立“電(dian)動(dong)(dong)貴陽”工(gong)作協(xie)(xie)調(diao)領導小組及聯(lian)席(xi)會議制度,健(jian)全由(you)相(xiang)(xiang)關部(bu)門緊密配(pei)合(he)的協(xie)(xie)同推(tui)進機制,明確職責分工(gong),加(jia)強(qiang)協(xie)(xie)調(diao)配(pei)合(he),研究制定新(xin)能源(yuan)(yuan)汽車配(pei)套政策措(cuo)施,完善充(chong)換(huan)電(dian)基礎設施規劃、建(jian)設、驗(yan)收(shou)、運營(ying)等相(xiang)(xiang)關標準,以雙周為節點協(xie)(xie)調(diao)解(jie)決重大問題,開(kai)展(zhan)督查考核,定期統計新(xin)能源(yuan)(yuan)汽車及電(dian)池(chi)產業(ye)信息與新(xin)能源(yuan)(yuan)汽車、充(chong)換(huan)電(dian)設施保(bao)有量情況,并通報(bao)相(xiang)(xiang)關數據。籌建(jian)貴陽貴安新(xin)能源(yuan)(yuan)汽車及電(dian)池(chi)產業(ye)發展(zhan)聯(lian)盟(meng),發揮行業(ye)企業(ye)和社會機構的主動(dong)(dong)性(xing),共同推(tui)動(dong)(dong)產業(ye)發展(zhan)。

(二)強化責任(ren)落實。各(ge)區(qu)(市、縣、開發區(qu))政府(管委會)承擔(dan)統籌(chou)推(tui)(tui)進充換電基礎設施建設、新能源(yuan)汽車推(tui)(tui)廣應(ying)用和(he)新能源(yuan)汽車及電池產業發展的任(ren)務。各(ge)區(qu)(市、縣、開發區(qu))和(he)市有關部門要按照確定(ding)的目標任(ren)務,加大協調推(tui)(tui)進力度,認真制定(ding)工(gong)作細則,堅持目標導向,確保(bao)按時保(bao)質(zhi)保(bao)量(liang)完(wan)成工(gong)作任(ren)務。

(三)強化多方(fang)參(can)與(yu)。建立政(zheng)府引導、市場主(zhu)導、社會(hui)協同的良(liang)性發(fa)展(zhan)機制(zhi),做好部門聯(lian)動(dong)(dong)、政(zheng)企(qi)(qi)聯(lian)動(dong)(dong)及(ji)(ji)市、區(市、縣(xian)、開發(fa)區)聯(lian)動(dong)(dong),發(fa)揮街道(dao)、社區、業委會(hui)等基層(ceng)組(zu)織機構的管(guan)理職能(neng),充(chong)分調動(dong)(dong)新能(neng)源汽(qi)車整車廠(chang)商、零部件(jian)企(qi)(qi)業、電(dian)池及(ji)(ji)材料企(qi)(qi)業、充(chong)換電(dian)企(qi)(qi)業、消費者等市場主(zhu)體(ti)積極(ji)性,吸引更多優(you)質(zhi)社會(hui)資本參(can)與(yu)充(chong)換電(dian)設(she)施(shi)建設(she)運營。國有企(qi)(qi)業要積極(ji)響(xiang)應政(zheng)府決(jue)策,帶頭加大(da)新能(neng)源汽(qi)車推(tui)廣應用,加快推(tui)進充(chong)換電(dian)設(she)施(shi)建設(she),引導社會(hui)多方(fang)主(zhu)體(ti)積極(ji)參(can)與(yu)新能(neng)源汽(qi)車產業發(fa)展(zhan)。

(四(si))強化宣傳引導。組織(zhi)市內各主流媒體以“電動貴陽(yang),綠色出行”為(wei)主題,大力宣傳新(xin)(xin)能源(yuan)汽車及充換電設施(shi)相關政策和建設推進情況,加強社會各界(jie)對發展新(xin)(xin)能源(yuan)汽車產業(ye)重(zhong)要(yao)性的(de)認識,營造促進新(xin)(xin)能源(yuan)汽車推廣應用的(de)良好氛圍。各區(qu)(市、縣、開(kai)發區(qu))要(yao)充分利用各類載(zai)體,在主要(yao)場所進行公益宣傳。
